The ‘legal’ phase of the process: Postponement of prosecution and sentencing

In October 2024, the resolution process—which began with the ‘Handshake’ and progressed with the establishment of a commission in August 2025—moved into the legal framework phase. The Framework Law specific to the process provided for a postponement of the investigation, prosecution and enforcement of sentences for offences committed within the scope of the organisation’s activities. AKP MP Güler stated that there was no need for legislative regulation to “improve Öcalan’s conditions”, pointing instead to the Ministry of Justice.
